[Druid - Shapeshift] Powershifting occasionally fails

Current Behaviour

Powershifting (recasting one's shapeshift) will occasionally fail, with the message "not recovered yet". This is not conditioned by combat, as I was able to reproduce this in Dalaran, while standing still and powershifting my mana bar away.

This is not by no means a guaranteed occurance, in fact is it rather rare, but impactful for gameplay.

Expected Behaviour

Shapeshifting should not randomly fail, especially when not under any effect that might cause it to fail (crowd controls or similar)

As it's hard to argue for the nonexistence of a behavior, I'll attach a complaint raised by players of classic in an instance when that version of the game (this time classic tbc) behaved similar to the way CC is now: https://www.youtube.com/watch?v=FX_6ZjzUTuw&t=4

Steps to reproduce the problem

1. Create a powershift macro: /use !Cat Form
2. Spam this macro
3. Eventually (potentially after exhausting the mana bar once or twice) you will be dropped out of cat form as the shift fails

Extra Notes

I apologize for the source being rather weak, however this technique has been a standard practice of druids for years, and therefore people mentioning that it's not supposed to fail, aren't common.
