Users: accepted Viewers not transferred from Simple to Atomic

Context and steps to reproduce

What I expected

If I have site "Viewers" on a simple site, I expect them to be transferred if I upgrade my site and transfer it to Atomic.

What happens

"Viewer" users on a private simple site are lost when transferring that simple site to Atomic.

Pending Viewer invitations don't appear to be affected.

How to reproduce

1. Create a private simple site. Ensure the WordPress.com "Default view" is enabled, not the WP-Admin view since Viewers are shown there.
2. Invite a few "Viewer" users
3. One or more of those Viewers should accept the invitation, leaving one or more unaccepted.
4. Check your users page at https://wordpress.com/people/team/[YOUR_SITE]
5. Upgrade to a Business plan and install/activate a plugin, e.g., Holly Dolly, to initiation the transfer. The transferred site should still be marked as private.
6. Ensure the WordPress.com "Default view" is enabled, not the WP-Admin view since Viewers are shown there.
7. Visit https://wordpress.com/people/team/[YOUR_SITE]
8. Observe that your accepted Viewers are gone!
