What
Provide the option for a user, when upgrading their plan, to switch from yearly or greater to monthly.
Why
Presently, users have the option in Calypso to switch from monthly to yearly or longer when upgrading, such as from Starter to Explorer. Switching the other way, from Starter yearly or longer to Explorer monthly, requires HE involvement. This results in interactions like 8201295-zd-a8c. Users would benefit from being able to do this on their own, which will also lead to fewer interactions for HEs.
