Ability to disable the creation of attachment pages

What

As of WordPress 6.4, attachment pages for new WordPress installations are fully disabled, on self-hosted WordPress websites. For sites here at WordPress.com, Atomic sites can achieve this using a plugin like Yoast, or via their access to their options settings via WP Admin.

For simple sites, however, there is no way to achieve this, and for many, it can be an SEO inconvenience, not to mention, the possible privacy issues, as the user referenced below:
