official docker image was not automatically updated

https://hub.docker.com/r/noms/noms/tags claims that it is an "automated build of noms master branch", but though master was updated on 10 Aug 2019, the docker image was most recently updated on 26 April 2019.

Whatever CI processes update the docker image should be updated.
