Inconsistent Hard Delete Behavior When Host Deletes Tenant Data

When the host user attempts to hard delete tenant data by setting SetTenantId(tenantId), the data is soft deleted instead of hard deleted. The same operation works as expected when logged in directly as the tenant. This inconsistency should be investigated.
