Add GitHub Issue Templates

Many dummy issues are being created, possibly by people unfamiliar with the GitHub interface. Using GitHub Issue Templates should help reduce these unintentional issues raised.

I suggest adding the following custom templates:

• New: Submit a new resource.
• Bug: Fix a broken link or typo.
• Other: Suggest general improvements.

• #4 appears to be feedback from users, but Issues is not the best place for that. Maybe we can consider enabling GitHub Discussions for this repo.
