Proposal: add HoC-Republic as a runnable multi-agent civilization simulation project

Hi maintainers — I’d like to ask what contribution format you would prefer for HoC-Republic.

HoC-Republic is an MIT-licensed, open-source TypeScript/Node.js project for recursive AI-agent orchestration and digital-civilization simulation. It includes runnable local commands, autonomous citizens, governance/elections/constitution mechanics, family and lineage state, six-layer memory, and genome-based child-agent birth.

Because this is a full upstream repository rather than a small standalone example, I do not want to submit the wrong format. Would you prefer:

1. a concise catalog/table entry linking to the upstream repository; or
2. a compact example folder with metadata, smoke-test instructions, and a link to the full project?

I’m happy to adapt the submission to the structure you prefer.
