After Creating A New View The Full Bounds Aren't Available

Describe the bug One can't pan across the full canvas bounds in a newly created view.

To Reproduce Steps to reproduce the behavior:

1. Open a document with more pixels than the window size.
2. (Optional) Draw a large vertical line in an obvious color to the right side of the canvas.
3. Zoom into the document somewhere into the middle by pressing 3.
4. Create a new view into this document to the right by ctrl+clicking the tab and dragging it to the right edge of the current view.
5. Attempt to pan to the right edge of the canvas with spacebar and clicking and dragging. It cannot be done.

Expected behavior One should be able to pan to the edge of the canvas. The view can fixed by zooming/unzooming the new view, though. Screenshots Here is a recording:
