[Feature]: Thumbwheel rolling speed adjustment

Problem / motivation

On MX master (currently 3, but also worked on 2), I use thumb-wheel for sound volume, but openlogi is much slower than options (meaning i only had to do one turn from 0 to 100% in options+, and now in openlogi, it needs about 50 turns. A thumbwheel speed option would solve this.

Thumb-wheel sensitivity does not solve the issue. the button becomes more sensitive to light touch, but it does not increase nor decrease speed.

Increase thumbwheel speed to 20% per turn instead of current 2% per turn
