Dag version inflation check runs against zip file instead of individual dags

What happened and how to reproduce it?

Dags that are deployed as zip files do not trigger the dag version inflation check configured in dag_version_inflation_check_level because the Dag Processor is passing the file it is processing as is to the checker. The checker tries to parse the zip file’s raw bytes as Python and silently returns no findings when parsing fails.
