Make the "Start a discussion" prompt optional / toggleable in settings

Clear and concise description of the problem

Every non-template page shows a "Start a discussion" prompt at the bottom, regardless of whether the discussion feature is actually used. For solo users or single-person workspaces who never use discussions, this is a persistent, non-dismissible UI element on every single page with no way to turn it off.

Suggested solution

Just as the "Quote in discussion" option already appears among the choices after highlighting text, a "Start a discussion" option should also be added to the menu in the top-right corner. This option should be functionally equivalent to the "Start a discussion" prompt currently located at the bottom of the page. Therefore, the prompt at the bottom of the page will not be a mandatory option for starting a discussion. This would allow the current layout to be preserved -maintaining easy access to the "Start a discussion" box at the bottom of the page- while giving users who does not want to see this on the screen the option to disable the "Highlight 'Start a discussion' box at the bottom of pages" (a new setting that is enabled by default) setting in the app preferences and instead access the feature via the menu or the highlight options when needed. since it will be possible to create a comment without it after this change, No loss of function occurs during the app.

Alternative

Keeping the prompt collapsed by default and only using an icon indicator instead of the full text row — but a full opt-out would matter more for users who never collaborate.
