Custom config doesn't persist in Claude Cowork

cold-start-interview writes to ~/.claude/plugins/config/.... This is problematic in Cowork, because it is sandboxed.

I run cold-start, open a new chat, and it asks me to run cold-start again. And there's no way to point everyone at one shared config; I tried symlinking the config path to a shared Drive folder but Cowork can't follow it.

Our team wants one governance profile everyone uses and that we can keep up to date in one place. Right now the only options are everyone re-running the 15-min interview or hand-copying a file to each machine, and neither survives Cowork.

Would love a way to read the config from a fixed/bundled location or otherwise point at a central source.
