[BUG]: 下载进度（状态）错误

Description

下载过程中会出现突然进度不再增长，但是下载速度显示正确，分块界面的下载快显示也是正确的，只有下载进度卡住不动，也无法正常发布做种； 也就是实际后台引擎运行正常，引擎汇报的信息和网络连接状态均正确；但是由于前端未知问题出现下载进度不增长，也无法正确停止做种和下载。
