Add a walkthrough for the Quark skills

The Quark skills (quark-install and the LLM PTQ skill) were added in #248, but there is no walkthrough for them yet in walkthroughs/.
Please add a walkthrough that shows the skills in action end to end, such as installing Quark and quantizing a model. Existing walkthroughs like serving-llms-on-instinct.md are a good reference for format. It should also be linked from walkthroughs/README.md.
