Fix failing Magpie behavioral evals

Magpie's behavioral evals are failing in the catalog (see the eval run on #233). The skill assumes Magpie is already installed, but our runners start from a clean machine, so analyze-simple-hip-kernel fails.

The fix needs to land upstream. Details and the proposed change are in AMD-AGI/Magpie#106.

Once that's merged, the nightly federation bump should pick it up and the evals on #233 should go green. We can close this then.
