Reset All Traffic (cron) not working in v1.6.3

Describe the bug The Reset All Traffic (cron) feature in Settings does not work. It neither resets all users' traffic nor re-enables users disabled for exceeding traffic limits.

To Reproduce Settings → Interface → set Reset All Traffic (cron) to a near-future expression. Click Save, wait for the cron time. Traffic is not reset; disabled users remain disabled.

Expected behavior Reset all users' traffic counters to 0. Re-enable users disabled for exceeding traffic limits.

Actual behavior Cron does not trigger. No traffic reset. Disabled users stay disabled.
