[Bug] Notepads no longer being opaque

Describe the bug Background transparency/tint option not working, shows solid color instead of being opaque.

To Reproduce I have no idea how to reproduce this,

Expected behavior When background tint opacity is at 100%, it should be as though the window looks like frosted glass (best way I can describe the look).

• I have the transparency effect option for windows turned on,

I even turned it off and on again to see if it would do anything. It did not.
